City Manager

Regarding my last post: I can't get used to this city manager form of governance. Guess I won't have to as we will soon have a "strong mayor" form of government. That is if we can actually elect a mayor. Anywho, it seems the city manager, Lamont Ewell, is the one who drafts the budget. So my apologies (yeah, right) to Dick Murphy in my previous post.
